Phan Thi Ngoc Linh

Phan Thi Ngoc Linh is the chief executive officer of the Center for Healthcare Improvement Research (CHIR), a social enterprise based in Ho Chi Minh City dedicated to advancing healthcare quality and equity. Originally trained as a pediatric surgeon, she stepped away from clinical practice nearly two decades ago to focus on strengthening the healthcare system itself. Through her work, Linh and her colleagues partner with departments of health, hospitals, clinics, and healthcare professionals to build quality improvement capacity and lead community initiatives that promote smarter healthcare- helping people access safer, more effective services. She believes that health outcomes are shaped not only by clinical care but by the systems, institutions, and communities surrounding it. Her lifelong passion is to advance health equity by connecting healthcare leaders, organizations, and communities toward a shared goal: a system where every person can receive safe, high-quality care. She also founded the Society for Patient Safety and Quality Improvement in 2016, which has grown into a professional network of more than 36,000 members committed to learning and collaboration.
